What does PP Up do in Pokemon X and Y?

• It slightly raises the maximum PP of a selected move that has been learned by the target Pokémon.
• Increases the maximum PP of any move by 20% of the original PP. Can be used three times per move. Raises the Pokémon's Happiness.
